Not sure how I feel about the business itself; I'll get back to that later after I've thought about it a bit.
From an administrative standpoint, however, if you're creating another character to handle this, how about having some triple-checked tellers in the bank corp, with divisional wallet access? Like so:
Joe goes to the website, and selects "Deposit"->"1b". He transfers 1b isk to Ricdic, who is online (he could also have transferred it to a teller, but since it was such a large amount, he felt safer transferring to Ricdic). Ricdic deposits Joe's 1b isk into the main wallet and confirms the transfer on the website. Ricdic notes that the main wallet division has 9.855b in it, and division 2, the teller division, only has 145m. Since it's supposed to always have between 1.5% and 2.5% of the bank's isk, he transfers an additional 50m to it. Joe loses his officer-fitted ratting Ibis and needs to buy another, but he's 100m short. He goes on the website and requests 100m out of his account. Timmy the bank teller has just logged on, and checks the website. Oooh, a withdrawal request! He "claims" it, checks to see the claim went through (i.e., that no other teller claimed it first), then transfers 100m from the division 2 wallet to Joe. Joe receives the isk, and goes on the website to confirm that it's been received.
If Joe doesn't confirm, the next time Ricdic logs in, there are, in big bold letters, a list of unconfirmed transfers. He can check the journal for the teller division and instantly see whether the teller or the customer screwed up, and update the customer database accordingly. Then, he transfers a replacement 100m into the teller division.
If the bank got spectacularly large, you can, of course, expand to multiple teller divisions, so that there never has to be more than a few hundred million in each divisional wallet. Thus, even not-100%-trusted people can be tellers; the only time they'd handle more than the few hundred million in their divisional wallet would be if a customer sent in a deposit through them, which is strictly optional (you can always send it to Ricdic directly, instead).
